Admission of foreign citizens to the Universities of Azerbaijan is carried out through the website www.portal.edu.az.
Admission of foreigners and stateless persons to educational and research institutions of the Republic of Azerbaijan is carried out on the following grounds:
- on the basis of intergovernmental and interdepartmental agreements on cooperation in the field of education, science and culture between the Republic of Azerbaijan and foreign countries;
- on the basis of direct agreements concluded between educational institutions;
- on the basis of scholarships established by non-governmental and charitable organizations;
- on the basis of agreements between educational institutions and foreign organizations, companies, associations, other institutions, citizens of foreign states, etc.
Education of foreign students at the expense of the state can be carried out with the directions from the relevant ministries, committees and heads of departments to which educational institutions are subordinate, and student exchange, in accordance with agreements concluded between local and foreign educational institutions.
The cost of education of foreign citizens in state educational institutions is determined and approved by the Ministry of Science and Education of the Republic of Azerbaijan on the proposals of educational institutions.
Foreigners and stateless persons permanently residing in the Republic of Azerbaijan have the right to receive education on the same basis as citizens of the Republic of Azerbaijan.
Registration of foreign full-time students is carried out at the State Migration Service of the Republic of Azerbaijan:
- the student receives the right to temporary residence for a period of 1 year.
Just like every Azerbaijani student, foreign students must:
- comply with the internal regulations of the educational institution;
- prevent damage to the property of an educational institution;
- compensate for the damage caused to the educational institution through the fault of the student.
All foreign students must obtain a student visa upon arrival in Baku.
I. ADMISSION REQUIREMENTS / Preparatory courses for foreign citizens:
Documents to enter the Preparatory courses are accepted beginning August 25 for each academic year. 1-year long Preparatory courses begin on September 15. Six-month Preparatory courses begin on February 16, according to the annual and semi-annual curriculum.
Foreigners whose education documents correspond to the level of relevant educational programs adopted in the Republic of Azerbaijan can be admitted to Preparatory courses. The annual Preparatory course fee is $800, the equivalent amount being paid in the local national currency. At the end of the preparatory period, students take final exams. Students who successfully passed the final exams receive a certificate in the relevant specialty upon graduation.
Foreigners must submit the following documents:
- notarized copy of the passport;
- autobiography;
- four ID photos, size 3x4, with red background;
- health certificate (including a negative HIV/AIDS test) issued by the International Medical Center in Baku;
- certificate of absence of dual citizenship from the State Migration Service for citizens born in Azerbaijan;
- notarized copy of the document on education, containing a list of disciplines with indication of grades;
II. ADMISSION REQUIREMENTS / Bachelor’s Degree:
Documents are accepted any time between August 25 and September 15 for each academic year (for full-time and part-time students). Full-time classes begin on September 15th.
Foreign citizens must submit the following documents:
- notarized copy of the passport;
- autobiography;
- four ID photos, size 3x4, with red background;
- health certificate (including a negative HIV/AIDS test) issued by the International Medical Center in Baku;
- certificate of absence of dual citizenship from the State Migration Service for citizens born in Azerbaijan;
- certificate of completion of preparatory courses (the student must continue their studies at the bachelor's level according to the specialty and language they studied during the training);
- a notarized copy of the document on education, containing a list of disciplines with indication of grades;
- copies of certificates of honor, diplomas and other documents (if any).
At the beginning of each academic semester, the student pays the tuition fee. The amount is approved by the Ministry of Science and Education of the Republic of Azerbaijan, indicated in US dollars, the equivalent amount is paid in the local national currency. The duration of full-time study at the university is 4 years. The duration of part-time study is 4 years 6 months. The undergraduate tuition is $2,000 per year.
In case of a foreign student’s inability or unwillingness to continue studying for a valid or invalid reason, as well as in the case of expulsion from the university for the reasons mentioned above, the paid tuition fee is not refundable.
From the day a foreign citizen enters the university, they receive the status of a university student.
The language of instruction at the undergraduate level is Azerbaijani or Russian.
After successful completion of studies, a foreign student is awarded a bachelor's degree corresponding to the specialty they studied.

III. ADMISSION REQUIREMENTS / Master’s Degree:
Graduates who successfully complete a bachelor's degree can continue their studies in a master's program in the direction corresponding to their bachelor's degree.
Documents are accepted any time between August 25 and September 30 for each academic year (for full-time and part-time students). Classes begin on October 1.
Foreign citizens without a bachelor's degree from an Azerbaijani university must take a preparatory Azerbaijani language course before studying for a master's degree.
Foreign citizens must submit the following documents:
- notarized copy of the passport;
- autobiography;
- four ID photos, size 3x4, with red background;
- health certificate (including a negative HIV/AIDS test) issued by the International Medical Center in Baku;
- certificate of absence of dual citizenship from the State Migration Service for citizens born in Azerbaijan;
- a notarized copy of the document of the previous education degree, containing a list of disciplines with indication of grades;
- copies of certificates of honor, diplomas and other documents (if any).
The university concludes an agreement with a foreign citizen on the subject of training in the framework of the preparatory course. At the beginning of each academic semester, the student pays the tuition fee. The amount is approved by the Ministry of Science and Education of the Republic of Azerbaijan, indicated in US dollars, the equivalent amount is paid in the local national currency. The Master's student's annual fee is $2,500.
In case of a foreign student’s inability or unwillingness to continue studying for a valid or invalid reason, as well as in the case of expulsion from the university for the reasons mentioned above, the paid tuition fee is not refundable.
The duration of study is 2 years / 1 year and 6 months (depending on the specialty).

IV. ADMISSION REQUIREMENTS / Doctoral Degree:
Foreign citizens who have successfully completed their master's studies can study at the doctoral level. Foreign citizens who have not received a master's degree in the Republic of Azerbaijan must take an Azerbaijani language course in preparation for doctoral studies. The fee for doctoral studies is $3,000. The amount is indicated in US dollars, the equivalent amount is paid in the local national currency.
Foreign citizens must submit the following documents:
- notarized copy of the passport;
- autobiography;
- four ID photos, size 3x4, with red background;
- health certificate (including a negative HIV/AIDS test) issued by the International Medical Center in Baku;
- certificate of absence of dual citizenship from the State Migration Service for citizens born in Azerbaijan;
- a notarized copy of the document of the previous education degree, containing a list of disciplines with indication of grades
- copies of certificates of honor, diplomas and other documents (if any).
