Admission of International Students

General Information on Admission of Foreign Citizens to Universities in Azerbaijan

The admission of foreign citizens to higher education institutions of the Republic of Azerbaijan is carried out through the online platform portal.edu.az.

The admission of foreigners and stateless persons to educational and research institutions operating in the Republic of Azerbaijan is implemented based on the following legal frameworks:

• Intergovernmental and interdepartmental agreements signed between the Republic of Azerbaijan and foreign states in the fields of education, science, and culture;
• Bilateral agreements concluded directly between educational institutions;
• Scholarships established by non-governmental and charitable organizations;
• Agreements reached between educational institutions and foreign organizations, companies, associations, and other entities, including foreign nationals.

Foreign citizens may pursue education funded by the state only within the framework of student exchange programs, based on directives from the relevant ministries, committees, or agencies to which the respective educational institutions are subordinated, as well as agreements concluded between local and foreign educational institutions.

Tuition Fees
The cost of education for foreign citizens at public higher education institutions is determined and approved by the Ministry of Science and Education of the Republic of Azerbaijan, based on proposals submitted by the respective institutions.

Foreign Citizens with Permanent Residency
Foreign citizens and stateless persons who reside permanently in the Republic of Azerbaijan are entitled, in accordance with the legislation, to receive education on the same legal basis as citizens of the Republic of Azerbaijan.

Registration and Temporary Residence Permit          
Foreign citizens enrolled in full-time education must register with the State Migration Service of the Republic of Azerbaijan. During the period of study, the student is granted a temporary residence permit.

Rights and Responsibilities of Foreign Students          
Like Azerbaijani citizens studying on a paid basis, foreign students are also required to adhere to the following regulations:

• Comply with the internal disciplinary rules of the educational institution;
• Avoid causing damage to the property of the institution;
• Compensate for any damage caused to the institution due to their own fault.

Admission Rules and Requirements

for Preparatory Courses

Application Period
At the Azerbaijan State University of Culture and Arts (ASUCA), applications for the 9-month preparatory course are accepted from the beginning of June until September 10 of each academic year. Applications for the 6-month preparatory course are accepted from the end of December until January 31.

Academic Term Start Dates

• Annual Preparatory Courses begin in October;
• 6-Month Preparatory Courses begin in March.

Required Documents      
Foreign citizens applying to the preparatory courses must submit the following documents via the portal.edu.az platform:

• Certificate of complete secondary education and its transcript (documents obtained abroad must be apostilled and translated into Azerbaijani through a notary-certified process);
• Copy of the passport (the passport must be valid for at least one year);
• Six (6) passport-sized photographs (3×4 cm);
• Medical certificate, including official documentation confirming the absence of HIV, Hepatitis B, and Hepatitis C infections;
• If available, a bachelor’s degree diploma and transcript (for documents obtained abroad, apostille and notarized translation are required);
• For individuals born in Azerbaijan: a certificate issued by the State Migration Service of the Republic of Azerbaijan confirming the absence of dual citizenship.

Languages of Instruction
Instruction is offered in Azerbaijani and Russian. Applicants are free to choose both the language of instruction and the field of study at the time of application.

Tuition Fee 
The tuition fee for the annual preparatory course is 900 (nine hundred) US dollars. Payment must be made in the national currency of the Republic of Azerbaijan, based on the official exchange rate.

Examinations and Certificate   
At the end of the course, participants are required to take final assessment examinations. Based on the exam results, successful candidates are awarded a certificate in the corresponding language of instruction.

Documents to Be Submitted After Admission
Foreign citizens admitted to the university must submit the following documents to the Office of the Vice-Rector for International Relations at the Azerbaijan State University of Culture and Arts (ASUCA):

• Original and apostilled copy of the diploma or certificate of the previous level of education;
• Notarized Azerbaijani translation of the previous education document and its transcript;
• Two copies of the passport;
• Six (6) photographs (3×4 cm);
• Two copies of the temporary residence permit issued by the State Migration Service of the Republic of Azerbaijan.

Note:
Once all documents have been submitted, a personal student file is created. In the event of any discrepancies or missing information in the submitted documents, the student will be notified and expected to address the issue accordingly.

Admission Rules for the Bachelor’s Degree Program

Application Period
Applications for admission to the bachelor’s degree program at the Azerbaijan State University of Culture and Arts (ASUCA) are accepted from the beginning of June until August 31 of each academic year.

Academic Term Start Dates
Classes for the bachelor’s degree program begin on September 15.

Required Documents
Foreign citizens applying for bachelor’s level studies must submit the following documents via the portal.edu.az platform:

• Bachelor’s degree diploma and transcript (for documents obtained abroad, apostille and notarized translation into Azerbaijani are required);
• Copy of the passport (passport validity must be at least one year);
• Six (6) passport-sized photographs (3×4 cm);
• Medical certificate, including relevant documentation confirming the absence of HIV, Hepatitis B, and Hepatitis C infections;
• Certificate of language proficiency in the language of instruction (if available);
• For individuals born in Azerbaijan: a certificate issued by the State Migration Service of the Republic of Azerbaijan confirming the absence of dual citizenship.

Language of Instruction
Instruction at the bachelor’s degree level is conducted in Azerbaijani and Russian. Foreign applicants have the right to choose their preferred language of instruction during the application process.

In the Absence of a Language Proficiency Certificate
If a certificate of language proficiency is not available, an examination to assess language skills is organized by a commission established within the university. Based on the decision of the commission:

• If the candidate’s language proficiency is assessed as “satisfactory,” they are admitted directly to the corresponding level of education.
• If the language proficiency is deemed insufficient, the candidate is directed to a preparatory course in the chosen language and, upon successful completion of this course, is allowed to proceed to the main educational program.

Tuition Fees and Payment Procedures

• The tuition fee is set at 2,000 (two thousand) US dollars per academic year.
• Payments are made in the national currency of the Republic of Azerbaijan, according to the official exchange rate.
• Tuition fees must be paid in full at the beginning of each academic semester.

Note:
Tuition fees are non-refundable in cases where the student discontinues their studies due to valid excuses or other reasons, or if the student is expelled from the university.

Documents to Be Submitted After Admission
Foreign citizens admitted to the university must submit the following documents to the Office of the Vice-Rector for International Relations at the Azerbaijan State University of Culture and Arts (ASUCA):

• Original and apostilled diploma or certificate of the previous level of education;
• Officially legalized (apostilled) documentation of the courses completed and grades obtained at the previous education level, including the corresponding transcript;
• Notarized Azerbaijani translation of the previous education document and its transcript;
• Two copies of the passport;
• Six (6) passport-sized photographs (3×4 cm);
• Two copies of the temporary residence permit issued by the State Migration Service of the Republic of Azerbaijan.

Note:
Upon submission of all documents, a personal student file is created. If any discrepancies or deficiencies are found in the documents, the student will be notified and required to resolve the issue.

Admission Requirements

for the Master’s Degree Program

Individuals who have successfully completed a bachelor’s degree are entitled to pursue master’s level education in the relevant fields of specialization.

Application Period
Applications for admission to the master’s degree program are accepted from the beginning of June until August 31 of each academic year.

Academic Term Start Dates
Classes for the master’s degree program commence on September 15.

Required Documents
Foreign citizens applying for master’s level education must submit the following documents via the portal.edu.az platform:

• Bachelor’s degree diploma and transcript (for documents obtained abroad, apostille and notarized translation into Azerbaijani are required) (please refer to the legalization/nostrification requirements of the Ministry of Education of the Republic of Azerbaijan at https://tkta.edu.az/);
• Copy of the passport (the passport must be valid for at least one year);
• Six (6) passport-sized photographs (3×4 cm);
• Medical certificate, including relevant documentation confirming the absence of HIV, Hepatitis B, and Hepatitis C infections;
• Certificate of language proficiency in the language of instruction (if available);
• For individuals born in Azerbaijan: a certificate issued by the State Migration Service of the Republic of Azerbaijan confirming the absence of dual citizenship.

Language of Instruction
Instruction at the master’s degree level is conducted in Azerbaijani and Russian. Foreign applicants have the right to choose their preferred language of instruction during the application process.

• If the language proficiency is deemed insufficient, the candidate is directed to a preparatory course in the chosen language and, upon successful completion, is allowed to proceed to the main educational program.

• The tuition fee is set at 2,500 (two thousand five hundred) US dollars per academic year.
• Payments are made in the national currency of the Republic of Azerbaijan, according to the official exchange rate.
• Tuition fees must be paid in full at the beginning of each academic semester.

Note:
Tuition fees are non-refundable if the student discontinues studies due to valid excuses or other reasons, or if the student is expelled from the university.

Additional Note:
Only individuals holding a bachelor’s degree diploma must undergo the legalization process for graduate admission (please refer to the legalization/nostrification requirements of the Ministry of Education of the Republic of Azerbaijan at https://tkta.edu.az/).

Documents to Be Submitted After Admission
Foreign citizens admitted to the university must submit the following documents to the Office of the Vice-Rector for International Relations at the Azerbaijan State University of Culture and Arts (ASUCA):

• Original bachelor’s degree diploma and apostille;
• Officially legalized (apostilled) academic transcript and documentation listing courses taken and grades obtained at the bachelor’s level (please refer to the legalization/nostrification requirements of the Ministry of Education of the Republic of Azerbaijan at https://tkta.edu.az/);
• Notarized Azerbaijani translation of the previous education document and its transcript;
• Two copies of the passport;
• Six (6) passport-sized photographs (3×4 cm);
• Two copies of the temporary residence permit issued by the State Migration Service of the Republic of Azerbaijan.

Note:
After all documents are submitted, a personal student file is created. If any discrepancies or deficiencies are identified in the documents, the student is notified to resolve the issue.

Document Review and Interview Process

• The submitted documents are initially reviewed by the relevant department of the university.
• Candidates whose documents meet the specified requirements are considered to have passed the preliminary stage and are invited to an online interview via email.
• During the interview, the candidate’s knowledge and skills related to the relevant field of study, as well as their communication proficiency in the language of instruction, are assessed.
• Candidates whose language proficiency is deemed insufficient are enrolled in preparatory courses for one academic year. Those who successfully complete the course receive a certificate of proficiency in the respective language.

Individuals interested in pursuing doctoral studies at the Azerbaijan State University of Culture and Arts are requested to contact international@admiu.edu.az.
