Reporting directly to the Rector, the Department is responsible for promoting a student-centred learning environment, strengthening quality assurance mechanisms, and supporting the University’s strategic development in accordance with national and international standards.
The Department includes the Quality Assurance and Monitoring Sector.
Main Areas of Activity
The Department is responsible for:
- developing and implementing quality assurance policies and procedures;
- monitoring and evaluating the quality of teaching, learning, and academic support services;
- contributing to the continuous improvement of educational programmes, teaching methods, and learning resources;
- preparing methodological recommendations to enhance academic and instructional practices;
- monitoring compliance with national higher education standards and institutional quality requirements;
- supporting the implementation of the University’s Strategic Development Plan;
- promoting a culture of continuous quality enhancement in line with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG).
Through these activities, the Department contributes to strengthening institutional effectiveness, improving the student learning experience, and fostering a culture of continuous improvement across the University.

Elchin Jafarov, PhD
Associate Professor
Deputy Head of the Quality Assurance and Strategic Planning Department
Dr. Elchin Jafarov is an Associate Professor of Theatre Studies at ASUCA. He holds Bachelor’s and Master’s degrees in Theatre Studies from the University and earned his PhD in Art Studies with a dissertation on the directing methodology of Vagif Ibrahimoglu.
Alongside his academic career, he has held leadership positions in Azerbaijan’s theatre sector, including at the Azerbaijan State Yuğ Theatre and the Azerbaijan State Academic National Drama Theatre. Since 2014, he has been teaching at ASUCA’s Department of Theatre Studies.
Dr. Jafarov has presented papers at numerous international conferences, forums, and theatre festivals in Azerbaijan and abroad. He is the author of approximately 40 scholarly publications, more than 40 publicistic articles, and eight academic curricula, as well as the editor and compiler of several books.
He serves as Vice President of the International Association of Theatre Critics (IATC/AICT) and is actively involved in several Erasmus+ projects, including ECAR and ENGAGE, funded by the European Commission. He is also the co-founder and Editor-in-Chief of Teatro.az and serves as Artistic Director of the 4.4 Short Plays Festival.
Anar Babazade
Specialist, Quality Assurance and Monitoring Sector
Anar Babazade graduated from ASUCA with Bachelor’s and Master’s degrees in Tourism and Hospitality and Organization of Services in Socio-Cultural Fields, completing his graduate studies with distinction.
He has participated in numerous national and international volunteer programmes, including Formula 1 Baku City Circuit, UEFA events, MINEPS VII, and the ISSF World Cup. He successfully completed the Creative Spark entrepreneurship programme organized by the British Council in partnership with ASUCA, the University of Kent, and ADA University.
His academic interests include quality assurance, higher education management, and cultural tourism. He has presented papers at academic conferences and published research in these fields.
He currently serves as a Specialist in the Quality Assurance and Monitoring Sector.
Javid Zeynalov
Specialist, Quality Assurance and Monitoring Sector
Javid Zeynalov graduated from ASUCA with a Bachelor’s degree in Theatre Studies before earning a Master’s degree in Public Relations and Advertising from Necmettin Erbakan University (Türkiye). He is currently pursuing doctoral studies in Journalism at Selçuk University.
His research focuses on theatre studies, semiotics, communication, and media. He is the author of several scholarly articles, conference papers, and a book chapter.
Since 2025, he has also been teaching at ASUCA as a part-time lecturer while serving as a Specialist in the Quality Assurance and Monitoring Sector.
