Vice-Rector for Administration and Facilities Management
Farhad Aliyev was born on December 3, 1951, in the village of Alpoud, Barda District, Republic of Azerbaijan.
From 1967 to 1972, he studied at the Faculty of Accounting and Economics of the Azerbaijan Institute of National Economy named after D. Bunyadzade, specializing in Accounting and Analysis of Economic Activity.
From 1972 to 1973, he completed his military service in Moscow, Russian Federation.
Between February 1974 and July 1982, he worked in the Planning and Finance Department of the Ministry of Higher and Secondary Specialized Education of the Republic of Azerbaijan, holding the positions of Senior Economist, Leading Economist, and Chief Economist.
In July 1982, by decision of the Ministry’s Collegium, he was appointed Head of the Inspection and Control Department of the Ministry of Higher and Secondary Specialized Education, a position he held until October 1988.
Following the establishment of the Ministry of Public Education in October 1988 through the merger of the Ministry of Higher and Secondary Specialized Education, the Ministry of Education, and the Republican Committee for Technical and Vocational Education, he worked in the Department of Accounting, Reporting and Control as a Leading Economist and Deputy Head of Department. From 1993 until December 2015, he served in the civil service as Head of the Accounting and Reporting Sector within the Department of Economics of the Ministry of Education of the Republic of Azerbaijan.
In January 2016, upon assignment by the Ministry of Education of the Republic of Azerbaijan, he joined the Azerbaijan State University of Culture and Arts as Adviser to the Rector on Financial and Economic Affairs.
On October 1, 2018, by the relevant order of the Ministry of Education, he was appointed Vice-Rector for Administration and Facilities Management of the Azerbaijan State University of Culture and Arts.
Throughout his professional career, he has demonstrated extensive expertise in educational administration, financial management, and institutional governance.
From 1978 to 1980, he studied at the Faculty of Economics of the Ideological Personnel Division of the Marxism-Leninism University under the Central Committee of the Azerbaijan SSR and graduated with distinction.
In 1998 and 1999, he represented the Republic of Azerbaijan at the First and Second Congresses of Accountants and Auditors held at the Kremlin Palace of Congresses in Moscow, and subsequently participated in the International Forum held in 2000.
On August 31, 2000, he was elected a member of the International Institute of Internal Auditors in New York, USA, and received International Certificate No. 1048035.
In November 2006, he participated in the 17th World Congress of Accountants held in Türkiye, dedicated to the transition to International Accounting Standards. He has also taken part in numerous international congresses, conferences, and seminars organized both in Azerbaijan and abroad.
Throughout his career, he has contributed significantly to the organization and modernization of accounting systems, financial management, and the automation of accounting and reporting processes. Between 1984 and 2018, he authored one book and more than forty scientific and professional articles and conference papers published by various publishing houses in Azerbaijan.
By the Decree of the President of the Republic of Azerbaijan dated October 3, 2011 (No. 1754), he was awarded the “Progress” Medal for his contributions to the development of education in Azerbaijan.
